该片区则是城市的智能引擎。城市整体表现出乐谱一般基本节奏，控制着城市肌理的合理比例，各种规模与功能的建筑点缀其间。在这个城市肌理上，片区中的建筑实体和建筑空间，相辅相成，创造出一种优美而和谐的旋律，从而奠定了整体基调和特色这些建筑实体和城市空间创造出的城市肌埋，有着灵活的建筑密度，在该区最为清晰，然后逐步在住宅区实现与自然的完美的交融。
本方案的目的，是为科学研究、技术革新和企业创业创造一个激发灵感的环境。高新研发区所在位置，在促进科研和商业界间广泛合作方面扮演着催化剂的作用，所有的院落组合在一起，共同构建了一个开放式空间结构，并与当地自然地形相融合景观。中心绿地为休闲娱乐场所，而图书馆、演艺和礼仪空间则沿主干道而建，给予园区独特的视觉个性。
住宅和商业区不仅成功的营造了该片区的人文环境,同时也沿河边创造了一个连续而有韵律感的公共散步长廊,内置娱乐和商业设施。该裙房设置有餐厅和零售区,面向人行道开放。这种将所有商业活动安排在一条连续街道的做法成为像巴黎、斯德哥尔摩和苏黎士一样著名的公共湖畔空间。

This area is the intelligent engine of the city. The city as a whole exhibits a basic rhythm similar to music scores, controlling the reasonable proportion of the city's texture, and embellishing it with buildings of various sizes and functions. In terms of urban texture, the architectural entities and spaces in this area complement each other, creating a beautiful and harmonious melody, thus laying the overall tone and characteristics. These architectural entities and urban spaces create a flexible architectural density, which is most clear in the area, and gradually achieve perfect integration with nature in residential areas.
The purpose of this plan is to create an inspiring environment for scientific research, technological innovation, and corporate entrepreneurship. The location of the High tech R&D Zone plays a catalytic role in promoting extensive cooperation between scientific research and the business community. All courtyards are combined to construct an open spatial structure, which is integrated with the local natural landscape. The central green space is a leisure and entertainment venue, while the library, performance and etiquette spaces are built along the main road, giving the park a unique visual personality.
The residential and commercial areas not only successfully create a cultural environment in the area, but also create a continuous and rhythmic public promenade along the river, with entertainment and commercial facilities built-in. The podium is equipped with a restaurant and retail area, open to the sidewalk. This practice of arranging all commercial activities on a continuous street has become a famous public lakeside space like Paris, Stockholm, and Zurich.
